How do I make a Bylaw Enforcement complaint?

  • Please submit an Online Complaint Form for the regulatory Bylaws enforced by the Bylaw Enforcement Department (Excluding Dog Control Bylaws, Zoning Bylaws, Building Bylaws and Parks Bylaws —see below).
  • If you have a Noise Control Bylaw complaint, attach a Noise Information Sheet with your Online complaint.

  • If you have a problem or a concern, please visit our Online Complaint or Inquiry forms.
  • The forms are designed to guide you through the process and direct you to the RDCK Department or external Agency that can assist you. 
  • Your information will be reviewed, and you will be advised of whether or not enforcement action can be sought.

Will my neighbour find out if I am reporting on him/her? 

  • Complainant's identity and any identifying information will not be disclosed to the alleged offender or any public member except as required by law. Likewise, specific details of an investigation or enforcement steps will not be disclosed to the complainant.
  • Contact information is required to clarify a complaint, obtain more information and file progress.
  • Personal information you provide on this form is being collected in accordance with S.26(c) of the Freedom of Information and Protection of Privacy Act and will be used only to process it. I am having a problem with a dog in my neighbourhood.  Can you help? 

  • Dog control bylaws are in place in ‘defined service areas’ of Electoral Areas I, J, and K and all areas E and F only. Contractors provide services in these areas, and upon receipt of an Online Dog Control Complaint and Inquiry Form, an RDCK dog control contractor will contact you promptly.
  • Areas A, B, C, D, G, H, and portions of I, J, and K do not currently have dog control bylaws and services. However, citizens from these areas (and portions) with dog control concerns are encouraged to complete a short survey for statistical purposes.

My neighbour had fireworks, what can I do?

  • The discharge of fireworks is permitted in the RDCK, provided compliance with Noise Control Bylaw No. 2440, 2015.
  •  Fireworks are prohibited during the imposition of Category Two open fire prohibitions within the Southeast Fire Center.

How do I report a noise complaint? 

  • Noise Bylaw is in effect in Electoral Areas A, B,C, E, F, G, H, I, J and K.
  • The bylaw covers barking dogs.
  • Please complete an Online Complaint form and attach a Noise Information Sheet to your Complaint.

What happens when I make a formal complaint?

  • Bylaw Enforcement team prioritizes enforcement actions and situations that risk human health and safety take precedence, and complaints are addressed in a priority sequence. 
  • If the complaint requires action, the Bylaw Enforcement Officer begins finding a solution to achieve compliance with the bylaw.
  • All complaints remain confidential.
  • Our policy is to update complainants following the completion of the investigation and not provide updates during an active investigation.
  • If a Municipal Ticket Information Ticket is disputed, it may be necessary for the complainant(s) to testify in a Court of Law.
