Housing Action Plan 

Safe, affordable, and inclusive housing is vital to societal, economic, and individual health and well-being of Central Kootenay communities and residents. In 2020, the RDCK completed its first Housing Needs Assessment to identify current and projected housing needs for eight of its member municipalities (excluding City of Castlegar) and all of its Electoral Areas. In response to the results of the Housing Needs Assessment (2020), the RDCK Board directed staff to undertake five recommended next steps, one of which was to “create a housing action plan”Recognizing this on May 6, 2021 the Regional Board passed a resolution on actions the RDCK could take to address housing needs identified in the Regional Housing Needs Assessment. In response, staff applied to the UBCM Poverty Reduction Planning & Action Program Stream 1 for an Affordable Housing Action Plan and was successfully awarded $25,000 in funding - the maximum amount eligible to undertake a Regional Housing Action Plan.

The Regional District began work on this project in spring 2022, and at the May 18, 2023 Regular Open meeting, the Regional Board endorsed the completed Housing Action Plan for the RDCK’s 11 Electoral Areas. Click here to view the RDCK Housing Action Plan.

What is an Affordable Housing Action Plan?

A Housing Action Plan will lay the foundation for success by translating housing needs identified in RDCK's 2020 Regional Housing Needs Assessment into solutions and action. Communities that have undertaken such strategies have generally been more proactive in addressing the shortage of housing. Other than providing a good sense of the problems and solutions, developing a Housing Action Plan with a range of stakeholders and community members helps to develop the relationships, roles, partnerships and trust that will ultimately help deliver affordable housing.
