Woodbury Village Water System

The Woodbury Village Water System is under a Boil Water Notice as of October 5, 2018

 

System Description and Governance

 This system was created in 1985 to service the Woodbury Village development. The Woodbury Village Services Society took ownership in 1988 and operated the system as a community until 2012. The Regional District took over operations of the Woodbury Village Water System in January 2012.

Community representatino is provided by a volunteer Water System Community Advisory Committee.

This water system has 41 connections.

Location

The Woodbury Village Water System is located on Woodbury Village Road along Highway 3A between Ainsworth Hot Springs and the Village of Kaslo. This system is in RDCK Electoral Area D.

Treatment

In addition to the non-rated ultraviolet disinfection in place, consumption level chlorine is added to the system. These treatment methods do provide some level of protection against microorganisms; however, they do not currently meet the Provincial treatment requirements for surface water sources. Treatment system upgrades are currently underway.  

Storage

The Woodbury Village system includes a storage reservoir with a 60,000 gallon capacity.

Distribution System

The estimated length of the distribution system is 1,800 metres of 6-inch PVC piping.

Fire-Fighting

There are no approved fire hydrants on this system; however, residents do have their own fire-fighting equipment and protocol for the area for which they use the system's standpipes.

Although too far to provide home insurance benefit, fire coverage is provided by the Balfour Harrop Fired Department and Kaslo Fire Department.

Significant Issues

The Woodbury Water System has been subject to recurring Total Coliform bacteria hits. In May 2016, consumption level chlorine was added to the distribution system due to the presence of coliform bacteria. Consumption level chlorine continues to be added to the distribution system. Treatment upgrades are underway.

The water storage reservoir was operated only partially full for a number of years due to structural concerns. Reservoir structural banding was completed in 2019 to allow the reservoir to be operated at full capacity.

Plans for Future Upgrades

The water quality improvements project will involve the installation of a filtration system, UV disinfection, and chlorine disinfection in the existing lake pump station.. In addition, the current water line intake will be extended further into the lake by approximately 50m to meet Interior Healthʼs recommendations, and the intake pump will be replaced. Financial support to undertake this project is being provided by the Strategic Priorities Fund.

Asset Management Planning

An Asset Management Plan is complete and updated annually. The Asset Management Plan identifies required asset replacements over a 25 year and 100 year period and identifies annual contributions to water system reserves required to fund the replacements.
